Anyone heard of painting artist. F. Jacques?

A friend found this in a storage unit he won at a auction & sold it to me for $50.
He couldn't find the artist & a image search + googling the name came up with no results.
The painting is big (42" x 42") & looks like it has a varnish over it that makes it darker ( 2 pics in sunlight show how bright colors seem compared to 1 photo taken inside?
Any idea on the artist?
Any thoughts on the painting?

The signs in background are in English, however, and the headwraps don't appear to be part of Haitian traditional costume.

Name of frame company - Fisher I think (its next door and dogs won't let me move with fireworks going off!

Here it is this morning in early sun, with no auto adjustment, flash, etc..

And maybe my eyes are not seeing correctly, but is than one of the men having sex (isnt that his buttocks in the air)? lol

 

Well it definitely is colourful and a busy image..I don’t know what that guy with the buttocks is doing. But it certainly doesn’t seem like something you should be doing in a crowd.

 

Just as a matter of intrest, just noted the different coloured stars on the clothing of some of the people,some red ,some blue some green also.Seems very strange.Could it be a version of (finding Wally)?

 

I didnt think of the different colors but I did notice the stars.
Is this a good piece ? I think so & wonder why I can't find anything on the artist?!
