It looks like A Xo to me. There is a surname "Xo," FWIW

Yes, it is the eastern part of the Promenade des Anglais, with the Tour Bellanda on the right. The Tour Bellanda is that squat round tower.

 

I see most don't sell for very much at all.
Not too worried. If I put it on auction starting at $6.99 it would already be 10 X what I paid for it lol.
