Can someone please help me out ? Is This a 1863 Tin-glazed Victorian majolica metal base ?

  1. Your little vase is indeed from the Hayashi studios and is of a type generically known as Bas taille enamel, manufactured circa 1900-1910 in high numbers by multiple studios .
