Seriously Kardi, I think it's a pendant, artisan made, and if it's not ethnic, I think key words would be modernist, brutalist, kinetic.

    Brutalist? Googling that now!

Edit - WOW! Distressed, as if pulled from a cataclysmic situation... half-melted, rugged. Good to know!

A lot of Rafael Alfandary pendants have two bails for the chains but seems like his pieces should be signed.

There's two possibilities that I can think of about the original construction (not maker, about that I don't have the slightest clue).

It could have been a two part pendant, that had a bigger piece above this one, and this part dangled below. So would be missing two pieces. part of the pendant, plus chain.

Or, it's "as is" originally and only missing the chain.

Now it would be interesting to identify the green, carved material. From the pics, my first guess would be some kind of soap stone. But you think it feels like plastic, and I'm pretty sure you'd know the difference. Mid-century "wonder plastic" of some kind?

The green is anything but stone.

Yes, I understand that. Sorry if I didn't make myself plainly understood on that point.

Anyway, this is the closest thing I've found, and the seller calls it a "carved plastic insert". The length measurement is the same as yours is.

Maybe these plastic pieces were commercially made and could be ordered by the gross from distributor warehouses. Or could have been custom carved by the artisan jewelry maker....?
