1940s-50s comic strip character - who is it?

    I've posted this before, but there are some new members. This is a heavy, cardboard game piece or puzzle piece about 1" square. I've googled the heck out of it but can't find a clue. The style seems like Dick Tracy, but I didn't find him in that cadre of villains and he does look villainous. I thought maybe a pirate with the head scarf.

    So, I have googled Skom for several years and never got a hit! You guys must have better internet :jawdrop:. I kept looking at Dick Tracy and comics like that. Produced for Thom McAn shoes makes sense. My mother always bought shoes at that store.
