I believe it's a soap dish but dunno who made it.

seems to me , more soap dishes , in sets with this look, and a centre hole surrounded by 6 smaller ones...

 

Butter dish.
No reason to cover the soap....

 

I remain confused by the push and pull here of respected voices , and the vast amount of these items on etsy and Ebay and reddit where an attribution bounces too and fro .

So I can only conclude that it is either a soapy butter dish , or a buttery soap dish !!!

I'm leaning towards soap dish. No reason to cover the soap, but keeping it dry preserves the soap and this dish allows water to drain into the bottom. This item just seems like the wrong overall shape for a covered butter. It is confusing. But here's one from the R site with most of the pieces missing.

Looks like a soap box to me, strikes me as a bit small for a butter dish and would expect a shallower base and higher domed lid.

going by the toilet service ad, I say this would be a sponge bowl, and the ad lists soap box and sponge bowl. Here's an example (side view) listed as a sponge bowl with measurements:

Oh, that's lovely! (I noticed the holes were different as well. Don't know if it makes a difference though. )
