The enameled face is 0.400" diameter, the Greenduck Co, Chicago back is 0.550" diameter. The card is ~1.250" square. Weight is 2.2 grams on the card.
The fisted arm gripping 6 lightning bolts suggests electricity...or radio...to me, an' somehow early 20th C.
Google image is no help; it thinks the arm an' bolts are an animal with antlers. Are any of you familiar with this symbol an' the initials in the white enamel circle (2 of which are repeated within the blue enamel)?
I've struck out, but thanks for lookin'!
EDIT: Here's more about Greenduck Co. Turns out the single word spelling was an early form; later they went to Green Duck.

"Many of the early immigrants in the Greek American community of Portland found stability and camaraderie through fraternal organizations that promoted the ideals of Hellenism and social cohesion. Two of the most prominent organizations were the Greek American Progressive Association (GAPA) and the American Hellenic Educational Progressive Association (AHEPA). "

The lightning bolts tie the imagery to the god Zeus. Can't get more Hellenic than that.
