Japanese Plaster Beggar?

    I think this is an old (1930s/40s) Japanese plaster figurine depicting a blind beggar playing a musical instrument. It has been restored to back and broken again.

    One of two figures bought as part of a lot (the other is an old man stroking a cat sat on his lap) both circa 6 inches tall.

    There is a worn paper label and an impressed seal mark that looks like flowers/leaves in an oval.

    But I cant find anything similar and would welcome your observations.
