Help Identifying Artist

Found this fun print or litho and I was wondering who the artist was. There’s a signature and another on the flag but I can’t make it out. Thanks!

 

In what part of the world did you find it? What were you told about it, if anything? Please post a photograph of the back including frame. Please post in focus close-up photographs of the "signatures". (And those appear to be banners, not "flags".) All this will help us help you.

Which is why -- generally speaking -- posting in focus close-up photographs of signatures is important.

They are breaking rocks. At least they are sitting in the shade and have something to eat and drink.
