This came in a sewing lot, what is it?

My first thought was a needle case because it came with some other needle cases. But inside were the 3 pieces shown. The top one is fabric tape that needs to be wet down to stick. Then there's wax paper and last is a piece of the same celluloid as the case. Any ideas?

    Thanks!

Hmmmm ... that's quite the puzzle.

Some practical little advertising giveaway, but for what?

That top fabric piece looks like iron on fabric from the photo.

Could be that the wax paper original stuck to the first bit, which may not always have needed water to adhere. My first thought is a little emergency hem repair kit, so you don't go through the rest of the day until you go home & sew it back. Maybe third item is original envelope for the sticky bit & someone prettied it up with the other slip case?
