Blue Chelsea anchor mark. Are these Villeroy and Bosch or Samson?

    From an ebay listing that says they were made in the 1920s and were sold as blanks. Says the black part covers over the VIlleroy and Boch mark. I would think the impressed letters might have something to do with the origin
