Metal Whatsit Tool? Help ID

    Found at the swap shop. It looked interesting, but I can't figure out what it is. 10" long. The cup thing on the end swivels around.

    I'd love to try it! I really like clever tools designed long ago that didn't rely on electricity to get things done.
