Hi; I was told this is a universal key for handcuffs. I can't find it anywhere using google image search. 5" long metal. Any ideas? Thank you;

I used to wear Hiatt handcuffs as part of my accoutrements. That key would not have opened them, so not universal, 5 inches is a tad long for carrying about and practical use. These were the keys I used.
I'm thinking maybe a very large regulator clock part. The bit that is sticking out top right seems to have a slot in the end, perhaps for tightening or loosening.
