    Finally found out….maybe .
    A.i. said
The manufacturer of this vase is Marzi & Remy, a highly prominent West German pottery firm founded in 1879 in Höhr-Grenzhausen. [1, 2]

    Mark Details
    • The Manufacturer Stamp: The circular emblem pressed into the green base features a stylized "MR" logo designed to resemble a classic potter's wheel. This specific version of their stamp was widely utilized between 1879 and 1964. [1, 2]
    • Don’t know if a.i. is correct but closer than I have ever come

Doesn't look like a Marzi and Remy mark to me. You can google marzi and remy pottery marks. Belgian is a slight possibility because the bases often have thick glaze over-run.
