    Looks like an India import decor item sextant.

    Hollyblue got it right off! And in case you didn't know what that was "A sextant is a doubly reflecting navigation instrument that measures the angular distance between two visible objects. The primary use of a sextant is to measure the angle between an astronomical object and the horizon for the purposes of celestial navigation."

    It looks more like an octant, an earller version of a sextant (see also quadrant) but purely decorative and non functional. 1970s to very recent. As mentioned, probably from India.
