Bases for something seems like the most logical use. If you look closely at the view of the bottom, recesses around the holes are visible, probably where a nut or bolt would have sat.

The holes look mechanical, but even if they're just made to look old bronze scraps for a good bit. The cleaners threw even the easy money into the trash; you have to wonder what other dumb things they did.
