These appear to be a set. The bottom of each has "hc 79" and the bowl has a very faint marking on the bottom that say "c Duncan ceramic ...." I assume the rubbed off portion says products inc. I'm curious to know what this was used for as well as why the bottom would have initials when it appears to be a massed produced item. Thanks.

Duncan made ceramic hobby molds. Hobbyists often scratched in their initials and date.

It is a wash set as you said, used way back in the day, before running water. Was kept in a bedroom for washing face and such. Your particular set is not a mass produced set but rather done by a hobbiest using a Duncan mold. The marks on the bottom are most likely the initials of the painter and the year it was done, circa 1979. Duncan is a well known company that produces molds, paints, etc for the ceramic hobbiest.
