Is this Fenton?

Does anyone know who the maker of this dish is? And really what it would be used for? Doesn't make a very good candy dish. It looks like Fenton to me but I don't know. It is about 4 1/2 inch tall. TIA everybody!!

pretty sure it's the illusive Piasa Bird rosebowl. some think American due to the legend of the Piasa Bird and some think maybe Sowerby tho' there is no proof known.

edit for those who want to know:
the Piasa (pronounced pie-a-saw) Bird was named by the Illini tribe from the current area of Alton, Illinois.
