It is most likely a copy of a known example. It is not an embossed tile but more correctly a "Bas-Relief Panel", Bas meaning a low relief or shallow carved panel or plaque. The figures lack any detail and I can't determine who or what they represent. They all seem to be bald and baby-like. Putti perhaps? (which should not be confused with Cherubim or Cherubs). Here is part of a frieze from a 19th building in Leith, Scotland. It looks very much as if your panel was inspired by this example.
I can't tell what your piece consists of but the most common materials are plaster of Paris and terra-cotta clay.
