Mark on cobalt & gold teapot?

    not even sure if this is considered a teapot? It is cobalttea.jpg cobalttea1.jpg 6 1/2" tall. I don't recognize the mark. At first glance I thought Russian... any help appreciated thank you!.

    I think it's a Russian mark for Novgorod.
