This item is 8 1/4" tall and the diameter at the top is 2 1/2"

Looks like a taper candle holder. the flare on top is to prevent the wax from dripping onto your tablecloth or table

 

What Bdigger said....that would be my guess too!!

 

That make a lot of sense to me flared to catch dripping wax
