My first thought was ARC which would seem to have been somewhat confirmed by the fact that it came in a lot of Salvation Army pins, but I can't find anything like it.

99% of the ARC pins I came across actually say American Red Cross on them (except the little droplet donor pins), so maybe this is for something else.

My next thought was perhaps a medic pin from a war, but those all seem to have a caduceus symbol rather than a cross.

I just don't want to misrepresent something in auction by saying it's ARC if I don't know for sure.

I wonder if this could be a WW2 German Army pin? I see a few of those with only the cross and no wording.

I doubt German, but I had thought about Swiss Army

The Red Cross is an international organization

The clutch is a bit newer

Swiss Army is a good possibility. Thanks Terry!

The shield shape is similar to a British Red Cross I saw

ARC is the name of a local thrift store chain. ARC used to be Association for Retarded Children. They still call it Arc but can't say retard.
