Does anyone know how to use this oil lamp?

    Hi all, I have this cute little lamp, but it won't light. It's filled with new lamp oil, a new wick the same size the old, and the wick was left overnight to soak. Because of the way the chimney is covered, I'm not able to get the wick to catch. It will smoke, but not light. I've tried putting the wick all the way to the top, at the bottom, different angles, nothing. Would appreciate any advice!

    I believe it's the burner from a chafing dish. I think it burns alcohol.
