Hand Chased Sterling Cup WHO DUNNIT?

I've looked over this cup with a magnifier and simply can't locate a hallmark anywhere. It came from an estate sale that had lots of English sterling. However, I am getting a Central/South American vibe from the design. It measures 3 1/4 inches tall and weighs a hefty 127 grams. Whatcha all think?

I would guess Mexico, too. Try searching Aztec Rose Sterling.
Also, it seems there's a German silver pattern (can't remember what it's called) that's very similar, if Aztec Rose doesn't pan out.

 

Is it my imagination or are those some letters on the rim in the third photo? TER ?maybe? so part of sterling?

Count me in on seeing something there. Certain looks like the last 3 letters of a word. The beginning of the word is too rubbed. The letters could be TER, IER, FER, ... Above looks like more writing.

 

of you got TER....put an S in front & LING in back ....& hey....STERLING !!
