Bird? Figure or Lizard - Pottery - Barlow or Burlow

I have had this little guy for about 20 years give or take. It has no signature on the body that I can find only a sticker which reads "2-9030 D. Barlow" or Burlow. Also the remnants of a round red sticker. Not sure if the sticker identified the piece as sold or?? Not sure if the Barlow/Burlow is artist or buyer. The piece is solid and heavy for the size - Measures 6"h including base x 5"w (center) x 1/2" thick body wise. The base is 2 5/8" diameter .. though not perfectly round.
At first I thought it was a lizard.. sort of gecko like,.. then a bird.. Still leaning towards lizard, but in the end I would like to find the artist if possible. Any idea to age, maker would be appreciated. Thank you all for your time.
Oh yes, almost forgot.. what is the glaze called if there is a specific name. Flambe?

I think it's meant for a bird, the raised bits on either side being wings. It looks like a studio piece to me. If it was in an exhibit, the name could be maker or buyer. The red dot is what I see on sold items in exhibits, but the name looks added after the dot.

 

Thank you. I thought the same about the side bits too. It's the face that kept me going to gecko. I thought the red dot was as you state, so glad it is likely that.
I have tried searching, but no luck finding Barlow or Burlow... though I did find a B. Burlow who made face jugs.
