Featured Help with a badly damaged oil painting with a painting beneath?

treasures are everywhere. I found ones a Eugene delacroix print under need a other print when i opened up the frame to clean the glass. It was used a backing support

 

Hi All, thanks so much for your help & thoughts, great response as usual, I’ve just hung it in my shed for now, I think I will research about removing the top painting, I tried to scrap the smallest flake but it took it back to canvas, may have ruined a priceless painting! I’ll post on here again when I get around to doing something. Thanks
