What is the size and is the wick the full length of the tray ?

It looks vaguely familiar, spirit filled paint stripper or a fire starter.

The few extant results for such a fantasy on the google and the lack of anything similar since 'victorian' times leads me to believe that all the related google results are from one fictitious sales pitch.
