Possibly.
Frame and style looks 1960s/70s. Could be amateur artist.

It's a pleasing picture. I would think it has decorative value at least.

 

That certainly does look like a decorative painting. From the years above.

Totally a factory painting, used to have one almost EXACTLY like it.
1970s frame and all. It was about 3 feet high - how big is yours?

 

Yes about 30 inches have not measured

 

saw a couple paintings online claiming to be his looks like same signature but also looks easy to fake.

 

Definitely not Frank it was on ebay I saw other. But was a different site that took me there.

 

I do not remember the signature on mine, never figured it out, just sold it with the building!

I think we both got factory paintings from the same factory! Unless you got yours in Southern Louisiana? (same frame as mine was too) Used to call it "sofa art" because it was to hang on the wall behind the sofa!
