What is this Cast Metal & Wood Item

    This is a cast metal and wood item I recently purchased from the TS and I'm not sure what it is. It has a cast metal center which says "AMERICAN" on it and 8 Spindles that drop down from what looks like an adjustable slider wood shaft. The Spindles lock into a vertical position when lowered but can be moved from side to side. The total length is 39" when closed at it's currently adjusted length.

    Does anybody know what this item is, when and where it was made or anything else about it? Thanks in advance for any information.
