ARE THESE HAND PAINTED OR TRANSFERS?

Hello all,found these going through some of remaining totes, Had hangers on them , which luckily didnt do any damage,looks as if they might be transfers to me, though there are some raised edges, good condition the smaller one is MZ pottery Austria and the other one is GOA France, a guess at age would be appreciated, I plan to sell to raise funds for disaster relief in the Houston area, so the more I know may get a better price. thanks

One is Moritz Zedaker (spelling?) and the other is from Limoges, (GDA). The one with the lady in pink looks signed on the front and the Limoges looks home hobbyist painted (they both may be). First quarter of 20th c. likely.
