    Hi! No. I've not but I feel quite confident in that assessment. :)
    Others will be by to refute or agree with me and maybe provide a source and name. :)
    May sound something like castanets and the impact is adjustable it appears.

    The decorative band looks like Tunbridge ware, which makes this antique and adds extra value. Are you in the UK?
