Can anyone help with this one?

I am trying to find out something about this old octagonal plate. It has raised decoration and appears to be hand done. There are two circles on the base which are unglazed. No maker's mark that I can find. Help!!!

 

The image looks Asian to me, but those flags? Hm....

 

Looks like one of the "Treaty ports" in China during the 19th century.

 

Still the Thirteen Factories in Canton.

Absolutely. Most pictures ony show six flags, those could be different on each picture. The 13 trade factories were set up for several European nations and the US. Since 13 is a lucky number in Chinese culture, they would probably rather not display all 13 factory flags in a picture. Not too much luck for the barbarians.
