What is this antique?

    Can anyone tell me what they think this antique is? I thought it was a chair base but I'm not sure.

    even a kids barber chair, has a much wider base......and they are just not this ornate....

    this stand looks like it was meant to hold a " LOT " of weight !

    Well, it's actually not mine. My dad runs his own welding business (I work in the office) and it needs repairing and the owner does not know what it is and we were trying to figure that out for her. She sent us these pictures.
