    Cassy,

    I have no idea. The only reason I knew what it was is I saw lots of them whilst searching Ebay for knitting and crocheting items for the Mrs.

    I think this one has a certain appeal to it and don't recall seeing any others like it.

    I briefly looked for Pierrot button hooks and didnt see another one like it. Probably celluloid,but his little head sure likes like ivory to me. I bet it did double duty as a shoe horn too. Very charming little thing.

    I would agree French (I could make out "Brevet" on the back)

    It's at least 100 years old; it's been that long since ladies had to button up their shoes.
