    Looks like the maker is Manoir de Maringues, probably from Maringues, in the Puy-de-Dôme region of France. P. Rigal is the painter.
    A manoir is a manor (house).

    I think this is Limoges - a blank decorated for the Manoir, which I think may have been a hotel at one point. Rings a vague bell.
