One thing the bottom says is 'Not for food use.' So decorative, maybe lead in glaze.

Decorative, and modern given the health warning.

I thought so too but the ink on the warning and the k14 are a different color under magnification they are definitely a different ink then the mark in upper left corner. My research tells me to import ceramics containing lead and other toxic stuff to hold the piece it is extremely heavy and we'll made the are flaws one side border is differently then the next which is different from the next I feel like a lot of hand on craftsmanship went into making it whether it was somebody at their house but I'd be willing to bet that It couldn't be found in department stores today really just looking for maker year made and pattern received_2027899240829087.jpeg

Given the health warning, I would be surprised if the plate was made pre 1980.

A quick internet search comes up with "Not for food use" warning dates to 1987. So modern, decorative.

If it is not from a line of table ware, it might have a style name or number, but probably not a pattern name in the sense it is usually used.

Welcome to the forum. Similar pieces that I have found with that red lettering are Made in China around the 1980's or so. It's a lovely example but these pieces are not well documented and, as komokwa, said it is likely to stay unknown.
