Just a guess, but since the town of Green Springs, Ohio was celebrating 100 years of existence, I would guess that all the men in town were supposed to grow out their beards by not shaving or donate funds for the celebration, for which donation (by raising money?) they got a Permit to Shave. Beards having been much more common back in 1872 when the town was founded?

    Hi,
I think the town was celebrating the 100th birthday of the town. Probably they wanted the guys to have beards like the founders. The pin was to show that they were not able to not shave due to their job.
