I also thought well maybe the stopper was a measuring tool.....but that wouldn't work because it'd spill everywhere LMAO

My personal feeling is that it is NOT a whiskey decanter - it seems too "prissy" for that, and it's the wrong shape.

You've said it smells of cologne, but my thought was something more along the lines of a liqueur or sweet wine or perhaps even sherry.

As for the "hole" in the cork: I'm not sure it's anything more than the way the glass "rod" in the cork was made.

From what I understand, they had the glass "rod" part going all the way thru the cork so the cork itself wouldn't stay in the bottle when you pulled it up by the glass knob on the top. Otherwise, you'd be left holding the glass part, while the cork part stayed in the neck of the bottle.

 

I'm about 98% sure it smells of cologne, a cheap vintage cologne aftershave is what it reminds me of LOL.
