Amber Glass Bottle

Reg. U.S.A. Off / Pat. Pending” and a number, possibly 12.
    Any idea of the maker? And why such poor quality?

    I believe it is a "four roses" whisky bottle from the 20's or 30's. As for maker it could be any of dozens of different makers and as long as it held product they really weren't concerned with quality since it would have a label slapped on.
