Googling this name gives you a family tree from the Netherlands. On the family tree, it's noted his father was a landscape artist. (if this is the same guy)
Anyway, interesting painting. Maybe an illustration for a magazine?
Glad to see Jesus is on our side.

It looks like A. Ruitherus v.d. Burg.
V.d. Burg is of course a common Dutch name. So is de Ruiter, and Ruiterus does appear sporadically, although the 'Nederlandse Familienamenbank' has never heard of it. The name Ruitherus with an h is extremely rare, Ruitherus v.d. Burg even rarer. If you ever come across it, there is no doubt it must be a relative of this painter.

There are many different spellings of most Dutch surnames, same as of English surnames. Common spelling forms are de Ruiter, de Ruijter, de Ruyter. The pronunciation is always the same, with that impossible Dutch 'ui' sound.

Difficult but nice search so far I think . Any idea's who's also painted on the painting like the woman with the flag en the other two on the beach ? Must be persons maybe known from the war ?

The woman with the Dutch flag is also in Dutch uniform. There was no Dutch women's military corps, or Milva, in the Netherlands at the time. There was a Dutch East Indian women's corps (Vrouwenkorps KNIL) in Australia. Their uniform was different, and women in the military were never allowed to wear long hair loose like that.
This could be an iconic Resistance woman in uniform as a symbol. Maybe she is meant to resemble Hannie Schaft? She was among those executed just before the end of the war, and still remembered.

The man in uniform holding the rope is Field Marshall Montgomery.

The man on the rope could be Anton Mussert, head of the NSB, the Dutch Nazi party.

It's painted in the clouds with a very little difference in colour so very clever action by the artist . The painting itself reads 1946 by the name

I must confess, I wouldn't want it on my wall either. But there are many people interested in the subject.
