Help identifying old figure

    Hi, Can anyone help me identify this figure and where he comes from?
    Any help would be appreciated, thanks.

    Mexican gents observing a cock fight. Perhaps made in Mexico or Japan. Is that felt on the base? If so, you might find a name if removed.

    It's very hard to remove it from the base, but I found this.

    Uregui seems to be a name.

    I can't read what is on the green rim.

    Can't find any reference to Uregui as a surname.

    Nothing on the green rim. There is just One name ''uregui''

    Altho, I now notice that the U is not capitalized.

    Think there's a letter missing there. Correct spelling of surname is Jáuregui.
