Featured Whose logo/symbol was this deer with 11 o'clock on a clock in his antlers?

It says Denver 1914 on the banner, and odds are those flowers are forget-me-nots. But whodunnit? The back isn't marked.

 

Maybe the Benevolent and Protective Order of Elks in Denver.

BPOE also known as The Elks.

If you google BPOE Denver 1914 - it comes up as their Golden Jubilee.
I didn't go further to see what was significant for the 11th hour.

Also appears something should have been hanging from it.

 

An old school version of Time's Up? I think it's probably something along the lines of time's running out; do some good now while you can.

I think this had something else dangling from it originally, probably a fabric badge.

 

The clock tolling the eleventh hour is part of the BPOE official emblem. It stands for the eleven o'clock toast they do every meeting or gathering for absent members.
