Heuvelmans is a name from Belgium and the south of the Netherlands. I live in the latter and there are many people called C. Heuvelmans here. The painting seems to be inspired by "Cardplayers in an Inn" by David Teniers the younger (1610-1690): http://www.loterijmuseum.be/collectie/kaartspelers-een-herberg Heuvelmans changed it a bit, and felt comfortable in putting his name under it. He was an amateur, but did a nice job. One thing though, he didn't fully understand 17th century painters language. For instance, he left out the very prominent white woman's cap on the back of the chair, which alludes to female company, or to the wife who knows what her husband gets up to when she is not there. The man on the chair is wearing an apron, maybe the innkeeper who should take care of business while his wife is out, but prefers to play cards with his customers.
