Strange Tool Vise Stand Thing

Looking to see if anyone knows what this is or what it is used.

 

clock movement repair stand? Was looking in other places and came across this. Huh kinda answered my own question

 

Torture device. Put victim’s head in and turn the wheel, they’ll confess to anything.

For better results, include scale object in pic or give dimensions.

 

It's on a table, so I'm guessing about 20" ???

 

No idea. Some kind of a cast iron base - lamp fixings?

 

After looking at it more - It sure seems to be an iron pipe holder/stand to cut the pipe to sections. It seems the top and bottom are used to clamp something round. Just my thoughts. (I've rarley been right before so take it with a grain of salt!! )
