Vintage or Antique Plates

Am wondering about them, especially the one with the writing beneath. Yes, that's the best photo I can get as it's blurred on the plate. The plate with the handles is about 9" across--the other about 8". Any info would be helpful. Thanks!

 

I'm thinking the all over one is hobby painted.

 

A closer picture of the mark on the other one could help alot.

Looks decal decorated, maybe 30s.

 

This is how it photographs, unfortunately--very faded. BPM?

 

Does look like B P M in the center with a O on the left and a U on the right.

At least that rules out Japanese or Chinese characters.
