What is this a set of?

Hi, I was wondering if anyone could give me some information on what this set is. They are lightweight metal. They aren't spinning tops. They aren't plumb bobs. We've always tried to guess in my family after my dad picked them up at a garage sale. Any information would be greatly appreciated and solve a little family debate lol. Thanks.
