Can anyone translate Japanese?

Hi all. We had a family member pass away and I'm doing an inventory of the contents of her home for the executor (another relative). I'm trying to be thorough, so when it comes time to liquidate everything it's easy for them.

After much Googling, I did find a bowl with the same seal. They weren't able to identify the character in the upper part of the seal and assumed that it is the artist's signature. They describe their piece as being from the Meiji period (c 1890). Seems early for this vase, but I really don't know.

Can anyone help translate the writing? These are the only two pics that I have, but can take more later if needed. Any help would be appreciated!

Thank you, Wenna! It doesn't look like there's anyone there for Japanese.

It appears to be a recently made vase, maybe as early as the 1980s and after.
    A nice decorator piece.
Not of high value I would price it between $20-30 in my Northern CA shop.

    Wait for other opinions.

That's more in line with what I was thinking, cluttered. I was surprised by the description on the other website and thought that I might be missing something. That's what prompted me to post here for a translation and other's opinions. I thank you for yours!
