    It has an Asian theme.... but could have been carved by someone in Russia,France,the USA etc.Or possibly scanned from a photo and carved with a CNC machine in China.

    It looks like resin to me. Some resin is pretty convincing, with no bubbles.
    If it were hand carved, they would have carved underneath the lotus stems and you'd be able to pull a thread through the holes underneath the stems.
