what is this thing??

    OK, I give up - what is this little brass 'thingy'?? At first it was some kind of lock but it cant be as you don't need the bit that looks like a key to open and close it. Its too ugly to be a broche so it must perform some kind of function. I am sure its obvious..but not to me! First pic has a UK 10p coin for size reference (about the size of US 25c coin). Thanks in advance!
