    I'm sorry but I don't think this is a quality item. The reason it leaks is because it's not fully glazed. The bottom looks like it was given a think coat of paint rather than glaze. The body of the vase should also have been glazed after it was carved.

    I suspect it was an inexpensive decorator piece. Something to look pretty and blend in with any decor but never meant to be used, except perhaps with a silk arrangement. Most likely Chinese.
